Message received. Sorry about the one-way communication. Feel free to contact me directly through email at shane@srssb.com or call me. I'm glad you pointed out another one of the areas where non-information is (un)provided. Please be sure to keep the pressure on and remind me of items that need to be followed-up on should I forget. There's so many different directions anymore that it's becoming information overload.


I do have one question and plagues me. I guess I should know this already, but I don't. What is the reason for GPS to be "advertizing" for students to come to our district from the outside? How does GPS benefit? Certainly, it's a drain on the tax payers. But the drain on tax payers within the district isn't affected one way or the other until the school district spends less than the state mandated assessment across the property base. Only then can the school district give relief to the tax payers in the form of a property tax break.

Once the decision is made to levy the fully loaded assessment on the citizens in the district, each and every student that GPS can bring from outside the district is another "paycheck" from the state for the 'per student' revenue that is decided upon. This amount is the same across all districts.

I've recently received a bit of an education from Kevin McCarthy at ATRA-Arizona Tax Research Association. They have a VERY solid understanding of how public school funding works. They also have on their website a PDF that explains the details. I recommend it.
