     The makeup of the AZ Board Of Education (BOE) is laid out in the AZ constitution as, except for the Superintendent of Public Instruction (SPI), appointed members who make policy and the SPI executes these policies. The SPI is sort of middle management with only one vote on a board of 11 members. Was it wise to set things up this way? That is certainly debatable. Based on my humble understanding of the situation, the SPI makes recommendations to the board but the board decides. This is a similar situation with local school boards; the difference being that local school boards are elected and not appointed. 

    However, this point is often mute because the masses of organizations, companies and individuals who have aligned themselves with the gigantic pot of money associated with education  (somewhere on the order of $6B a year in AZ alone) will move heaven and earth to assure that ONLY rubber stamps of the Leftist administration get anywhere near the unpaid office of public school governing board member. Thus the rise of Charter schools; which are also not free of corrupting influences but i digress.

      The Leftists control the schools, the media, the government employee unions, and the federal government; not to mention unbelievably large amounts of dark money from foundations also controlled by radical Leftists. 

      Do you begin to get a sense of how big our problems are? 

      After studying the problem a bit, i have come to the conclusion that HB2184 does not change anything in practice and i don't see that it is necessary to change the command structure. We could change the AZ constitution but i have not been shown an amendment, as yet, that would improve the situation. Before we tear down the old system let's find a better one.

     My conclusions are as follows:

Is the system confusing? Yes

Are Diane Douglas's firings a result of this confusion? Yes

Does HB2184 make things clearer? Yes

Is the SPI's position weakened by HB2184? No

Could Douglas have won a lawsuit enabling her to fire BOE employees? Not a chance

Should we support Douglas in her fight against Common Core? Absolutely

Should we support Douglas against attacks from the recall zanies? Absolutely

Should we refocus our attentions on things where we can have a positive impact? Absolutely

Is it time to move on? Ditto

Here is the clause in the state constitution regarding the makeup of the BOE:

Article XI

3. State board of education; composition; powers and duties; compensation Section 3. The state board of education shall be composed of the following members: the superintendent of public instruction, the president of a state university or a state college, four lay members, a president or chancellor of a community college district, a person who is an owner or administrator of a charter school, a superintendent of a high school district, a classroom teacher and a county school superintendent. Each member, other than the superintendent of public instruction, shall be appointed by the governor with the consent of the senate in the manner prescribed by law. The powers, duties, compensation and expenses, and the terms of office, of the board shall be such as may be prescribed by law.

The firing wasn't well thought out for certain, however was allowed to do so under current law ARS 41-742, as to handing over authority to board over an elected official never should have been done. Now fix it with a Constitutional Amendment which will take the citizens to do, as those in office can't be depended upon.  The recall will probably not be moved forward as a result of making this decision and the Gov. won, so they'll back off and only wish Bradley wasn't in charge as he's not been elected either.  I along with many others are weary of those we put in office then surrendering without a fight and allowing future generations to pay the price.   God Bless You; Van

If you have a proposal for a Constitutional amendment i would be interested in examining it
